Outside the firm he teaches the next class of operators at Ensign College in Salt Lake City.

William L. (Bill) Nixon, Ph.D. leads PICXM as President and Chief Executive Officer, directing the firm's enterprise strategy across brand, growth, content, and government affairs. He began in Washington, D.C., advising global NGOs, coalitions, and public-sector clients on communications strategy and federal engagement, with early work in foreign policy, human rights, and regulatory reform. He currently serves as Executive Director of the National Coalition for Open Roads (NCFOR), where he leads national advocacy to strengthen winter road-maintenance infrastructure. Under his direction, NCFOR has built a bipartisan coalition of state lawmakers, transportation leaders, and industry partners. He is also a senior advisor to the DSHEA Preservation Alliance, where he shapes legislative and communications strategy to protect the Dietary Supplement Health and Education Act. Previously, Bill served as Senior Director of Marketing at a high-growth consumer packaged goods company, where he led national retail expansion, experiential campaigns, and an NIL initiative that generated significant earned-media coverage. He spent nearly a decade in higher education and athletics, serving as Director of Football Operations and adjunct professor at a major university. Bill holds a Ph.D. from the Sorrell College of Business at Troy University. He currently teaches at Ensign College in Salt Lake City, Utah, and has taught at BYU and Southern Virginia University.

Lisa Williams, Ph.D.

Lisa is the partner clients call when the room they need is a foreign ministry, a Senate hearing, or a UN gallery. Fifteen years inside the U.S. House. The first woman to staff-direct the Foreign Affairs Subcommittee on Asia. Three more inside the Hanwha Group at the side of Chairman Kim Seung-yeon.

Dr. Lisa Williams brings more than fifteen years of government experience and deep foreign-affairs expertise to her role at PICXM. She served in the U.S. House of Representatives as Chief of Staff to Congressman Eni F. H. Faleomavaega of American Samoa, and as Professional Staff on the House Committee on Foreign Affairs. She was the first woman to serve as Staff Director for the House Foreign Affairs Subcommittee on Asia, the Pacific, and the Global Environment, with broad jurisdiction over Asia and Central Asia. In that work she advanced U.S. relations across the Asia-Pacific region, built trusted relationships with foreign ministers, ambassadors, and senior diplomats, and led on Agent Orange remediation, unexploded ordnance assistance, the U.S.-India civil nuclear cooperation framework, nonproliferation, international trade and investment, and international religious freedom. She organized landmark visits by foreign heads of state and led Congressional and Staff Delegations across the region. After Congress, she served as an adviser to Chairman Kim Seung-yeon of the Hanwha Group in South Korea, and later worked with senior leadership at the Better World Campaign and the United Nations Foundation. Dr. Williams holds a Ph.D. and M.A. from Brigham Young University and a B.A. from the University of South Carolina.

Chip Andreae

Senior Director, National Security & Bipartisan Strategy

Chip is the operator clients call when the national security file has to land bipartisan. Thirteen years on the Hill—four on the Senate Intelligence Committee, five as chief of staff to Senator Richard Lugar. He trained newly formed political parties in Bulgaria, Romania, and South Africa, and led a multinational team supporting a DoD classified program from inside Bell Pottinger USA.

Chip Andreae brings decades of experience in U.S. and international politics, national security, and risk management to PICXM. He worked thirteen years on Capitol Hill, including four years with the Senate Select Committee on Intelligence and five years as Chief of Staff to Senator Richard Lugar of Indiana, with key roles in foreign policy, national security, and bipartisan legislative initiatives. Working with the International Republican Institute and the National Democratic Institute, he helped train newly created political parties in Bulgaria, Romania, and South Africa. From 2004 to 2008 he served as CEO of Bell Pottinger USA, leading a multinational team supporting a U.S. Department of Defense classified program based in the Middle East. Since 2005, Andreae has served as co-chairman of Partnership for a Secure America, a nonprofit dedicated to bipartisan foreign policy. He has been a visiting lecturer at Georgetown University's Edmund A. Walsh School of Foreign Service. He holds an M.A. in Government from Georgetown and a B.A. in Political Science and History from Denison University.

Maj. Gen. (Ret.) Timothy R. Larsen

Tim is the bridge between Marine Corps leadership and the rest of the Washington room. He retired at Major General after running over a billion dollars of community services for the Corps, served on bilateral committees with the Government of Japan, and was decorated with the Order of the Rising Sun by the Emperor of Japan for his work on the U.S.–Japan security alliance.

Maj. Gen. (Ret.) Timothy R. Larsen brings to PICXM a comprehensive understanding of the Department of Defense, operational and strategic planning, and complex joint, combined, and multinational military operations. A career Marine Corps officer who retired at Major General, he held command and staff positions across the tactical, operational, and strategic levels in service headquarters, combatant commands, and multinational organizations. His operational background is matched by deep experience in the Washington interagency arena. Following active duty he entered the Senior Executive Service as Director of Marine Corps Community Services, providing oversight and national-level policy guidance for more than 80 programs across the quality-of-life spectrum, serving more than 200,000 Marines and 400,000 family members. In that role he held fiduciary responsibility for more than $1 billion annually in non-appropriated funds and over $400 million in appropriated funds. Larsen brings extensive international experience in Asia and the Middle East. He has chaired bilateral committees on forward basing and security cooperation, helped negotiate major posture and realignment initiatives, and led large-scale combined-exercise programs. He served as a Research Fellow at the National Institute for Defense Studies in Tokyo, and was awarded the Order of the Rising Sun by the Emperor of Japan for his work strengthening the U.S.–Japan security alliance. He holds an M.A. in international relations from Salve Regina University and a second M.A. in national security and strategic studies from the U.S. Naval War College.

Jozsef Szamosfalvi is a global finance and risk expert specializing in emerging markets, structured trade finance, and infrastructure development. He brings decades of experience in financial structuring, asset-based lending, public-private partnerships, and cross-border transactions, with a career centered on advancing high-impact projects through innovative financing models, particularly in frontier markets and renewable-energy sectors. He currently serves as Fund Manager of the Geothermal Development Facility for Latin America, a $65 million early-stage geothermal risk-mitigation fund supported by KfW and the European Union. Under his leadership, GDF LAC has catalyzed geothermal exploration and development across Latin America by de-risking early-stage investments and accelerating sustainable baseload power solutions. He has spearheaded initiatives to expand capital access for under-banked mid-market firms, including the development of an export-lending program for small businesses in coordination with leading fintech lenders and U.S. government agencies. He co-led the launch of a blockchain-based fintech venture recognized at the 2023 Europe FinTech Awards for its breakthrough in time-lock encryption and trade-finance innovation. His corporate-finance experience includes M&A advisory, fair-market-value assessments, and interim executive roles as acting CFO for multiple portfolio companies. A CFA charterholder and magna cum laude graduate of Brigham Young University with dual degrees in economics and international politics, he has served as an adjunct instructor at Georgetown University's School of Business and taught MBA candidates at the University of Iceland School of Business. He is also the founder of the Hungarian American Institute.

B. Joseph Wadsworth leads PICXM's Asia and International Markets practice. The son of an influential U.S. diplomat, he grew up between Washington, D.C., Tokyo, and family ranches in Nevada, where he learned Japanese language and culture, developed a deep respect for constitutional liberties, and gained an appreciation for honest physical labor. Those experiences shaped a career at the intersection of law, business, and cross-cultural strategy. After graduating with degrees in agriculture and law, he founded a Japan-entry consulting firm that helped numerous U.S. companies design and execute effective strategies for succeeding in the Japanese marketplace. He later served as General Counsel of a large consumer-goods company in Texas, as a founding partner of a business-legal strategy firm, and as founder and president of a consumer-products company with offices in the United States and Japan. With nearly two decades of experience advising clients and building businesses, he has formed enduring relationships with eminent business and civic leaders on both sides of the Pacific. At PICXM, he helps clients navigate complex Asian markets, align legal and commercial strategies with local expectations, and build durable cross-border partnerships.
