Thirty years of methodology, proven across hundreds of successful engagements.

William H. Nixon
Founder and Chairman
PICXM was founded on a belief that most Washington firms had the sequence wrong. The standard approach was to develop a message and then find the audience. The better approach was to understand the environment first, and let the intelligence shape both the message and the audience simultaneously.
That conviction came from direct experience in the White House, in Senate offices, and in the rooms where policy is actually made. The people in those rooms do not respond to the loudest voice. They respond to the most credible argument arriving at the right moment, from the right source, with the right relationships behind it. Timing is not a secondary variable. It is the decisive one.
Thirty Years In The Arena
Founded in 1996. Built in Washington. Carried into every room where the next decade gets decided.
1996
William H. Nixon launches an independent strategic communications and government relations practice in Washington, D.C. The principal-direct model that becomes the spine of PICXM begins here.
1997
A public affairs and strategic communications shop opens in Washington. The thesis from day one: timing is the decisive variable, not the loudest voice.
2003
Nixon acquires Policy Impact Communications and merges it with William Nixon & Associates. Government affairs, earned media, and strategic communications now share one principal and one accountability line.
2010
The firm broadens beyond the Beltway into national and international engagements. Fortune-scale companies, sovereign principals, and leaders whose decisions land on the public stage.
2016
A Salt Lake City office opens with full video production capabilities. Long-form documentary, broadcast-quality content, and campaign video, studio-grade production as a formal pillar.
2025
Policy Impact Communications becomes PICXM. The expanded mandate covers policy, influence, and content, with AI-enabled solutions integrated across every layer of the work.
2026
PICXM operates as a Washington-headquartered, globally active advisory firm combining strategic communications, government affairs, studio-level video and content production, and AI-infused digital marketing. Nixon serves as founder and chairman.
PICXM is privately held and principal-direct. Selective by design. Built for your situation. Measured by outcomes. Each is a structural decision that shapes every engagement and every outcome we report.
PICXM has no parent company, no outside investors, and no institutional mandate. The principals who meet with you are the principals who execute. Every engagement is a direct accountability structure.
PICXM works with a limited number of clients at any given time. This is not a marketing position. It is an operational requirement. The Pulse methodology requires deep sector attention. We cannot deliver it at volume.
PICXM does not replicate campaigns. The Experience Model begins with intelligence specific to your environment, your stakeholders, your opposition, and your window. Every strategy is built from that intelligence forward.
PICXM engagements are designed to produce specific, verifiable results: legislation passed or blocked, regulatory frameworks protected, media narratives shifted, markets entered, acquisitions closed. The measure is the outcome, not the activity.
Those four commitments are operating constraints, built from thirty years of learning what actually produces outcomes in Washington.
Proof of Integration
Thirty years of work. 237 engagements across eight sectors. Every cell in the matrix below is a real engagement we delivered, audited cell by cell against the client ledger. From an idea on the back of a cocktail napkin carried to NASDAQ, to Fortune 100 platforms held under federal scrutiny, to founders of global companies reshaping the categories they built.
